Rachel Delourme

Rachel Delourme is Head of Inclusion and SEND at Cornwall Council, leading strategic work to improve outcomes for children and young people with additional needs. She brings over 20 years’ experience across education, skills and public service, with a strong focus on system change and inclusive practice. Rachel has led major initiatives spanning sustainability in schools, skills development and access to employment opportunities for young people including international experiences. Her work centres on culture change to strengthen partnerships between education, health and care to ensure timely and effective support. She is committed to equity and improving outcomes for children and young people with disabilities and additional needs.
