As SEND reform proposals continue to shape national conversation, school and trust leaders are navigating increasing pressure to identify needs earlier, intervene more effectively and build genuinely inclusive systems. There is growing recognition that early identification is not simply an assessment process, but a leadership challenge involving culture, curriculum, and professional confidence. 

In a system facing rising complexity and constrained capacity, the conversation will consider how leaders create environments where children’s needs can be noticed early, well understood and supported meaningfully through inclusive leadership that enables children to participate, belong and thrive.
